In the pursuit of a more efficient and transparent welfare system, India has been embracing digital tools such as digital IDs, biometrics, and artificial intelligence (AI) in its welfare schemes. However, these advancements come with a set of challenges that could potentially exacerbate existing socio-economic disparities, particularly for marginalized groups, such as women in the informal sector.
Firstly, the digital divide is a significant barrier, with only 31% of the rural population using the internet compared to 67% of the urban population [1]. This divide risks excluding vulnerable populations from welfare benefits, as many lack access to reliable internet, smartphones, or digital literacy, making it difficult for them to authenticate or prove eligibility for welfare schemes that require digital IDs or biometrics.
Secondly, AI systems and biometric authentication can embed biases from their training data, which often underrepresent marginalized communities. This can lead to inaccurate authentication, denial of benefits, or misidentification, disproportionately harming women and informal workers who typically have less documentation or irregular income patterns [2].
Privacy and surveillance concerns also arise from the reliance on biometrics and digital IDs. Data privacy and misuse pose potential threats, potentially eroding trust and deterring vulnerable people from accessing welfare [3]. Women, particularly, may face additional risks related to consent and control over their personal data.
Moreover, there is a risk of welfare schemes fostering dependency rather than empowerment, potentially discouraging work participation. Digital systems may inadvertently entrench this if they fail to incorporate flexibility for informal workers’ varied circumstances [4].
Operational failures or errors in AI decision-making can create real-world harm, such as denial of healthcare or social support. As seen in broader digital public goods failures in India, the gap between digital promise and ground reality can produce "deadweight losses" where intended benefits do not reach the needy [5].
Despite these challenges, digital tools have the potential to streamline welfare delivery and reduce leakages. However, without careful design and inclusion efforts, they may reinforce existing socio-economic disparities and create new barriers for marginalized groups.
