In the midst of his ongoing conflict with Ukraine, Russian President Vladimir Putin is pressing ahead with plans to significantly beef up Russia's defense industry. During a speech at the St. Petersburg International Economic Forum, Putin expressed his desire to seamlessly merge civilian and military industries, stating, "We must constantly analyze and quickly introduce technological and organizational innovations from the civilian sector into the defense and security sphere."

Conspicuously absent from Putin's speech was any mention of the war in Ukraine, leading many to speculate about his true intentions. Nevertheless, Putin was optimistic about the future of Russia's economy, highlighting its recent growth and declining inflation rates. Despite recent warnings of a potential economic downturn, Putin remained resolute, insisting, "Stagnation or even recession must not be allowed."

The New Iron Curtain

The ambition behind Putin's plans for the defense industry is far-reaching and comprehensive. Kremlin officials have announced plans to increase Russia's military size to over 2.38 million personnel, with 1.5 million active servicemen, necessitating the construction of new military towns and camps. This expansion of manpower will be accompanied by significant investments in industrial capabilities, with the goal of producing large quantities of military hardware each year, including tanks, armored vehicles, and missiles[^4^].

The upgraded defense industrial base will also incorporate advanced technologies such as drone swarming capabilities, which have already demonstrated success in military applications[^4^]. In addition, potential strategic infrastructure developments along borders with nations like Finland and the Baltic states are being considered[^4^].

In terms of international cooperation, Russia is strengthening defensive ties with allies such as North Korea, which recently announced plans to construct a large new arms plant to boost its arms exports to Russia[^5^].

Despite the mounting tensions and ongoing war, Russia's economy has shown signs of resilience. Over the past two years, the gross domestic product has consistently grown by more than four percent, and inflation has decreased to 9.6 percent[^4^].
