Rhein believes a "balanced and fair solution" is vital for the law to pass the Bundesrat on July 11.

Secondly, another working group should create a mechanism that automatically becomes effective when new federal regulations lead to increased spending or revenue losses for states and municipalities. Reinforcing the long-standing "he who orders, pays" principle is a top priority. An effective mechanism can streamline procedures, Rhein believes. In addition, the federal government and states aim to streamline administration and create a more citizen-friendly environment through a joint state modernization. "Good governance is the best defense against extremism and populism," Rhein reiterated.
