Vladimir Putin, the President of Russia, has demonstrated a willingness to engage in discussions, even with Ukrainian President Volodymyr Zelensky, under some specific conditions. But make no bones about it, these discussions aren't gonna be a walk in the park.

Gazing at a Hostile Germany?

When it comes to Chancellor Friedrich Merz (CDU) of Germany, Putin's open to chatting if Merz sets the call. However, that's because Russia doesn't view Germany as a neutral participant—Germany's been sending tanks to Ukraine, so they're clearly in the heat of the action. Putin's publicly commented on Merz for the first time since he took office, and despite Merz demanding a ceasefire in Russia's confrontation with Ukraine, Putin ain't budged.

Russian-German relations are about as frosty as they've ever been. Merz is getting slammed in Moscow for his hardline stance against Russia, and Moscow warns against arming Ukraine with the Taurus cruise missile, fearing they'll be used to attack Russian territory. Putin insists German aid won't change the course of the conflict in Ukraine.

In Moscow's eyes, Germany's been stirring up trouble—from the 2015 hacker attack on the Bundestag to the murder of a Georgian citizen by a Russian intelligence agent in Berlin in 2019, an arson attack on a cargo plane, and recent spying on the Bundeswehr. Yet Vladimir Putin claims Russia hasn't taken a single step against Germany's interests. Go figure.

Zelensky: A Complicated Proposal

Putin's also open to sitting down with Zelensky, but with a twist: The discussion should happen at the concluding phase of peace negotiations. The objective? To finalize a peace agreement and put an end to the strife between Russia and Ukraine. Putin doesn't mind chatting with Zelensky, but he raises doubts about Zelensky's legitimacy due to his expired five-year term under martial law. Kyiv, on the other hand, contends that elections can't be held due to the military situation.

Add to that, Putin is looking for genuine intention from both Kyiv and its Western allies to negotiate peacefully without pushing Ukraine to continue fighting. In Putin's words, he's eager to end this conflict "as soon as possible," but only if everyone's prepared to put aside their weapons and talk seriously.

St. Petersburg Forum: A Stage for Dialogue & Controversy

This year's St. Petersburg International Economic Forum (SPIEF) is serving as a platform for Russia to share its position and defy international isolation pursued by the West. Additionally, SPIEF offers a chance for Russia to bypass economic sanctions imposed by the West, which Russia considers illegal. The forum brings together around 20,000 participants from 140 countries, despite limited economic ties between Russia and many Western nations. Putin will deliver a policy speech and answer questions during a panel discussion at the event.

Despite the cold shoulder from many in the West, Putin uses this annual forum to present a welcoming face to the world and steer clear of complete isolation. The SPIEF also serves as a haven for businesses to network, invest, and share ideas, despite the tensions and sanctions.
