DHS nominee pledges to revamp the ailing department, focusing on enhancing employee motivation
Governor Kristi Noem, President-elect Trump's pick for the Homeland Security Department, has promised to reshape the focuses of several DHS components, stating they are in need of sweeping reforms.
In a series of announcements, Noem outlined her plans to improve motivation among Homeland Security Department employees, addressing issues such as historically low morale, poor leadership, lack of merit-based promotions, inadequate recognition, high workload, and negative public perception. Her aim is to enhance job satisfaction and workforce effectiveness.
Noem praised the work of the Border Patrol and Immigration and Customs Enforcement, pledging to ensure they have all the tools and resources needed to carry out their mission. However, she criticized the Federal Emergency Management Agency for failing North Carolina and other southeastern states after Hurricane Helene.
The Governor also criticized the U.S. Secret Service for needing reforms due to straying from its core mission. Senate Majority Leader John Thune stated that Republicans would ensure DHS has the resources it requires, and they are currently working on a bill to provide ICE with additional agents and detention capacity.

Recent data shows the DHS workforce spends 85% of its work hours at their duty stations, with teleworking among the least among federal agencies.
Sen. James Lankford suggested Republicans want to boost Customs and Border Protection officers to inspect more vehicles entering the country. Noem vowed to reverse course from current Biden administration policy in several areas, including building more wall and fencing along the U.S.-Mexico border. Her plans aim to improve job satisfaction at DHS by allowing employees to do their jobs and reminding them of their roles.
