In an unexpected turn of events, the Gaza Humanitarian Foundation (GHF) halted food delivery in the Strip yesterday, following reports of numerous Palestinians being killed in shootings near three of their distribution sites.

The US and Israel-supported aid group is now negotiating with the Israeli Defense Forces (IDF) to bolster safety measures. Discussions include ways to manage civilian presence near aid hubs and improve military training protocols.

The pause in aid came after Israeli forces admitted to firing near a GHF distribution site in Rafah, a mostly deserted Gazan city now declared a military zone. As per reports, at least 27 individuals lost their lives on Tuesday, according to the Red Cross and the UN. The IDF denies firing on civilians, claiming they fired near alleged suspects who ignored warning shots. They are currently reviewing reports of civilian casualties.

Since the GHF opened its aid distribution sites last week, approximately 80 more people have been reportedly killed in similar incidents on Sunday and Monday. As always, the Israeli military insists it issued warning shots in both cases.

The New Aid System is Stirring Controversy

Both the US and Israel have voiced support for the creation of a new aid distribution system in Gaza aimed at halting Hamas from profiteering from humanitarian aid by diverting supplies to fund armed activities. However, the UN has repeatedly denied that Hamas systematically diverts aid on a significant scale. The UN also hasn't joined the new distribution system with GHF, claiming it breaches humanitarian principles by granting Israel control over aid recipients and requiring Palestinians to travel to collect supplies from only three hubs.

This year, Israel imposed a complete blockade on food and other supplies entering Gaza for two-and-a-half months before relaxing the restrictions in May. Humanitarian experts previously warned that Gaza faces famine unless Israel lifts its blockade and stops its renewed military campaign that started in March.

Israel has vowed to seize control of Gaza, promising to fight until Hamas is either destroyed or disarmed and expelled, and until the militant group returns the 58 hostages seized during the incursion that initiated the war.

The Israel-Hamas conflict in Gaza began when Hamas militants attacked southern Israel on October 7, 2023, killing approximately 1,200 people, many of them civilians. Hamas is currently holding 58 hostages, with 20 believed to still be alive.

A subsequent Israeli offensive has resulted in the deaths of at least 54,000 Palestinians, according to the Hamas-run Gaza health ministry, whose figures do not distinguish between fighters and civilians. The Israeli military reports 862 of its soldiers killed since the war's inception.

Hamas has suffered significant military losses and has lost nearly all of its senior leaders in Gaza.
