Delhi Government Announces Decentralized Governance Plans

In a bid to streamline public services and promote animal welfare, the Delhi Government, led by Chief Minister Rekha Gupta, has announced plans to establish a mini secretariat and a gaushala (cow shelter) in each of the city's 11 districts.

During a high-level video conference with District Magistrates (DMs) and senior officials on August 12, 2025, Gupta highlighted the importance of these initiatives in promoting decentralized governance and improving service delivery. The mini secretariats aim to provide citizens with easy access to multiple government services under one roof, reducing the need for multiple visits to scattered offices.

Simultaneously, the government has directed officials to identify suitable land in every district for setting up gaushalas. This move reflects a commitment to animal welfare, a priority for the Delhi Government.

These plans were originally introduced in Gupta's budget speech in March 2025. Recent meetings have focused on accelerating their implementation, along with other governance reforms like improving the single-window complaint system and public hearings. Gupta has urged officials to conduct field visits to better understand local issues and ensure that the mini secretariat and gaushala projects meet the public's needs effectively.

In other news, Gupta has directed officials to clear pending payments to Kanwar committees within three months and has instructed them to avoid any negligence in public work. She has also assured swift redress for issues flagged by DMs.

The meeting also reviewed the single-window complaint system, weekly public hearings, and the Chief Minister's complaint box. In addition, Delhi Development Authority and Jal Board officials will now join public hearing meetings. Gupta has also called for citizens to keep the city worthy of the flag they fly during the second Tiranga Yatra.

Finally, Gupta participated in a "Tiranga Cyclothon for Girls" and urged for increased patriotism and cleanliness. She has also emphasized that these systems must continuously improve to assure the general public that the Delhi government is effectively resolving their issues.
