Having been a member of the Bundestag since 2005, Otte was directly elected for the Celle-Uelzen constituency since 2009. Prior to his political career, Otte was a reserve officer trainee in a tank battalion and later became a banker and lawyer. He previously served as the defense policy spokesman for the Union faction in the Bundestag from 2014 to 2021 and held the roles of vice-chairman of the Defense Committee and faction spokesman for rural areas during the last legislative period. He is also a member of the CDU federal board.
