Decathlon in Russia: Navigating Controversy Amidst Sanctions
In the midst of Russia's war of aggression against Ukraine, French sports retail giant Decathlon continues to make headlines. Allegations have surfaced regarding the company's business operations in Russia, with the use of a Dubai-based letterbox company to conceal deliveries of goods sourced from Bangladesh.
According to investigative news platform Disclose, Decathlon, a part of the Mulliez Group, followed through with orders for fleece jackets, ski jackets, outdoor clothing, and shoes worth around eleven million euros. The goods were shipped to Russia via the Dubai-based company, seemingly in an attempt to bypass international sanctions.
The company initially chose to remain silent on the matter, citing a desire to prevent the resale of Decathlon products in Russia. However, Decathlon stores in Russia, which had been sold to the Russian company ARM during the summer, began re-opening in November, with the presence of Decathlon merchandise evident once more.
At the onset of the conflict, Decathlon, like many other Western companies, announced its withdrawal from Russia. But amidst the flurry of closures, goods began reappearing in stores governed by Russian companies, raising questions about the application of sanctions.
Currently, the sanctions in place do not explicitly target the sporting goods industry. Exporting weapons and luxury items to Russia is, however, prohibited. With the latest EU sanctions package introduced on Monday, the import of Russian diamonds is also now forbidden.
A Turning Point
The controversy surrounding Decathlon's business in Russia eventually took a significant turn. In May 2023, reports emerged that the Turkish company FLO Retailing and the Lebanese Azadea Group were in talks regarding a potential purchase of Decathlon's Russian business.
However, the sale eventually went to ARM, the Russian company that had earlier acquired Decathlon stores in Russia. ARM announced its intentions to reopen all 35 Decathlon stores in Russia, even as Decathlon confirmed that it would be supplying a limited quantity of its products to ARM as part of their disengagement agreement in Russia, further generating debate about the company's commitment to international sanctions.
