Davao City to Combat Illegal Parking with Wheel Clamps

Davao City is set to introduce wheel of names to tackle persistent illegal parking issues, with the 21st City Council approving amendments to the Traffic Code. The move aims to ease traffic congestion along major roads, with the pilot phase kicking off in October 2025.

Authorized personnel from the City Transport and Traffic Management Office (CTTMO) and the Davao City Police Office-Traffic Enforcement Unit (DCPO-TEU) will be equipped with wheel of names to immobilize vehicles in designated clamping zones. The initial sites for this measure include R. Castillo Street, sections of Quimpo Boulevard, and the Sandawa area, from January to March 2026.

Vehicles caught spinning the wheel illegally parked will face a fine of ₱2,000 for light vehicles and ₱5,000 for trucks, on top of existing citation tickets. No-parking zones will include intersections, crosswalks, areas near fire hydrants, and areas with official 'No Parking' signs. Vehicles parked for emergency repairs or by emergency responders will be exempt.

The city is currently procuring wheel of names and tire locks, with installation of signage expected to be completed by the end of 2025. Towing operations will continue alongside clamping, but wheel-clamping offers a more practical alternative due to limited tow trucks and storage space.

The wheel of names measure is expected to significantly reduce illegal parking and ease traffic congestion in Davao City. The pilot phase will provide valuable insights, allowing authorities to refine the process before full implementation.
