In a recent development, President Ferdinand Marcos Jr. has pledged to file charges against contractors involved in substandard flood control projects, marking a commitment to blacklist and prosecute those responsible [1]. This decision aligns with actions advocated by officials such as Davao City Mayor Sebastian Duterte, who has previously flagged questionable contractors in big-ticket infrastructure projects.

However, doubts have been raised about the President's pursuit of legal action. Duterte, the former President and current Davao City Mayor, has questioned why no case has been filed if Marcos Jr. has evidence to support his claims.

Marcos Jr. has expressed concern about a small group of contractors handling the country's big-ticket infrastructure projects, revealing that 18% of the ₱545 billion flood mitigation budget from July 2022 to May 2025 went to just 15 out of 2,409 accredited contractors [1].

In response to House Majority Leader Ferdinand Alexander "Sandro" Marcos, Duterte commented that Marcos' statement about Congress' inability to investigate the flood project issue due to alleged involvement of some members shows "how dirty their dealings are."

Sandro, on the other hand, has called for a third-party probe into the alleged anomalies in the flood mitigation projects. Duterte, however, believes that real evidence should be brought to court, not just presented on a transparency website, which Marcos Jr. recently launched.

Duterte also accused the administration of diverting public attention from one controversy to another, citing the People's Initiative and Charter Change as examples. He further claimed that Marcos Jr. wants to bring his own people to the negotiating table to have control over them.

The issue of questionable contractors in flood mitigation projects has been a contentious one, with Duterte suggesting that the President, political parties, and congressmen should show their commitment to addressing the issue to gain the trust of the Filipino people. Filing a case, according to Duterte, would prove to Filipinos that the issue is genuine and not just political theater.
