Denmark's government and municipalities are joining forces to evaluate the existing state of the country's bomb shelters. This joint review, part of a recent budgetary agreement, will scrutinize the capacity and conditions of the defense shelters in Denmark, as revealed by Jyllands-Posten.
It's clear that maintaining ongoing focus on civil defense, including bomb shelters, is essential, according to the agreement. These facilities, colloquially known as beskyttlesesrum in Danish, come under threat from a myriad of sources, as stated in the agreement.
The potential level of risk to Denmark and the associated expenses for renovations or fixes are yet to be specified. Compared to Sweden, which recently allocated 100 million kronor ($10 million) for checking and updating its own civil defense bunkers, we lack specifics on Denmark’s spending plan.
Local authorities manage Denmark's publicly-owned bunkers, and these facilities may be found within private buildings. Denmark claims a capacity to shelter around 3.6 million people out of nearly 6 million, but no information is available about the current condition of these bunkers.
Sweden, well-known for its large number of defense bunkers (nearly 64,000), has space for approximately seven million people.
In April 2022, the Danish Civil Protection Agency requested each of the country's 98 municipalities to improve their emergency preparedness, following a report claiming Denmark faced its highest level of external threat since World War II. The municipalities were tasked with ensuring continuous access to essential resources, such as electricity, water, and heating, during power outages.
Many mayors have since criticized the Minister for Civil Preparedness, Torsten Schack Pedersen, for the absence of a clear strategy for how local authorities should respond in emergencies. The agreement states that the government and local authorities will collaborate closely to develop a sturdy framework for emergency preparedness.
A review of cooperation between local and national emergency services, launched earlier this year, will be discussed in early 2026.
