NRW Minister President Hendrik Wüst has taken aim at SPD Finance Minister Lars Klingbeil for implementing only half of the promised reduction in electricity tax in his budget plan. The CDU leader accused Klingbeil of breaking coalition agreements and failing to provide relief to small businesses, the trades, and private consumers.

"The coalition agreement explicitly promised relief to all," Wüst told Redaktionsnetzwerk Deutschland (RND). "Klingbeil's approach now threatens this central promise of relief," added the CDU politician. Wüst believes that the relief should extend to both industries and consumers, making electrification more attractive and reducing bureaucracy.

Economist and economist Veronika Grimm agreed, stating that the electricity tax should be abolished entirely, as it was previously agreed upon in the coalition agreement. Grimm also pointed out that taxing electricity consumption instead of CO2 emissions goes against climate recommendations. The German Social Association (SoVD) concurred, expressing disappointment in the partial relief for only industries and not consumers.

This controversy comes just 50 days after the Black-Red (CDU/CSU and SPD) coalition government took office, and it highlights the challenges the coalition faces in balancing economic and budgetary priorities. By excluding small businesses, trades, and consumers from much-needed relief, many are left with hardly anything after constant price hikes in food, rent, and energy.

According to sources, the coalition negotiations back in March 2025 concluded with a 144-page coalition agreement titled “Responsibility for Germany.” The agreement included the commitment to reduce the electricity tax for consumers to the European minimum level. However, this promise appears to have fallen short, causing significant criticism and accusations of broken election promises.
