The offenses under investigation include registering foreign citizens at a place of stay at the address of an organization where they do not actually work or engage in any lawful activity according to Russian legislation. Another potential violation involves registering foreign citizens at a place of stay based on deliberately false or fraudulent information, or without the host's intention to provide them with the premises for actual residence.

While penalties for the established offense of fictitious registration of foreign citizens include a fine of between 100,000 and 500,000 rubles, or the offender's salary or other income for up to five years, and imprisonment for up to five years with or without restrictions, it is not specified whether these new potential violations fall under Article 322.3 of the Russian Criminal Code.
