Crime among clans in Lower Saxony - fresh statistics
In Lower Saxony, authorities are battling against the rising tide of criminal clan structures, focusing on tackling violent crimes and identifying perpetrators through intensified law enforcement approaches.
Approximately 80 percent of the suspects are males, with minors under 18 years of age accounting for 16.81 percent of the total number of suspects. The challenges in this fight are numerous, including penetrating tightly knit clan networks, who often use intimidation and family loyalty to obstruct investigations, as well as legal and procedural complexities in asset seizure and prosecution.
Authorities prioritize tackling violent offenses linked to clans, such as assaults or organized crimes, to reduce their immediate threat to public safety. Law enforcement employs investigative techniques including surveillance, intelligence gathering, and cooperation with community informants to identify individuals responsible within clans. Seizing financial resources is a crucial strategy to disrupt clans' operations, but it faces hurdles due to sophisticated asset hiding, money laundering, and legal requirements for proving illicit origin.
Clan loyalty and code of silence hamper witness cooperation. Complex family and social structures complicate distinguishing criminals from relatives uninvolved in crimes. Legal frameworks require strong evidence to confiscate assets and prosecute, which can be hard to obtain. Integration and social efforts to prevent clan recruitment have limited reach.
The practice of an extremely exaggerated family honor code is a main indicator of clan crime in Lower Saxony. Intra-family punishment of violations against this honor code is also a characteristic of these structures. Criminal clan structures in Lower Saxony are marked by the commission of crimes and offenses of any kind and severity. These structures circumvent or undermine the rule of law through parallel justice.
In 2024, there was an increase of 150% in the number of asset seizure procedures involving preliminary seizures, totaling €4,938,113. Additionally, there was an increase in theft under aggravating circumstances from 242 to 303 cases (+25 percent), primarily shoplifting cases committed in gangs.
The Lower Saxony Minister of the Interior, Daniela Behrens, and the Lower Saxony Minister of Justice, Dr. Kathrin Wahlmann, presented the fifth joint assessment of the police and justice system to combat clan structures in Lower Saxony. The assessment was presented on Monday, according to a press release from the Ministry of the Interior.
The "State Framework Concept for Combating Criminal Clan Structures in Lower Saxony" was established, providing uniform and future-proof standards across the state. Despite these efforts, the fight against criminal clan structures in Lower Saxony remains a complex and ongoing challenge for law enforcement authorities.
