Local officials are being criticized for the widespread issue of stray dogs in Delhi, according to the Supreme Court.

Court postpones decision on petition challenging Delhi's stray dog relocation initiative

The Supreme Court of India has modified its earlier order regarding the removal of stray dogs from the streets of Delhi. In a bid to balance public safety concerns and animal welfare, the Court has directed that sterilized, vaccinated, and dewormed stray dogs should be released back to their original locations instead of being shifted to shelters, except for those dogs that are rabid, suspected of rabies, or show aggressive behaviour.

The revised approach comes after the Court deemed the original August 11 order as too harsh. The Court has referenced Rule 11(9) of the Animal Birth Control (ABC) Rules, which mandates the release of treated stray dogs back to their original localities.

Authorities have been instructed to capture, sterilize, deworm, and immunize stray dogs promptly and to begin creating adequate shelters and pounds across Delhi-NCR simultaneously. However, they cannot detain all captured dogs in shelters indefinitely.

The Court has also prohibited public feeding of stray dogs outside designated feeding zones set up by municipal authorities, warning of legal consequences for non-compliance. This revised approach aims to control the stray dog population while ensuring that non-rabid, non-aggressive dogs are allowed to live free after treatment.

The Court has emphasized strict compliance and warned against any delays or hindrances from authorities or animal welfare organizations, treating such obstructions as contempt of court.

The Supreme Court's intervention in the stray dog issue in Delhi comes as a result of its belief that the problem is due to inaction by local authorities. The Court has been addressing the issue and its connection to local authorities, reserving its order on a plea to stay directions to remove stray dogs in Delhi.
