Corruption Scandal Unravels in KVR Munich

In a shocking turn of events, the Munich Public Prosecutor's Office has filed charges against three suspects in a bribery and fraud case that took place at the KVR on Ruppertstraße in Munich on March 11, 2025.

The suspects, who include former employees of the Kreisverwaltungsreferat (KVR), are also accused of several cases of bribery. Investigations against further suspects (who are not in custody) in this case are ongoing.

The bribery scandal in Munich's Foreigners' Office involves accusations related to corruption and bribery, but the search results do not specifically focus on the Foreigners' Office. Instead, the most relevant bribery case in Munich from the results is the conviction of a former Bundestag member for bribery connected to Azerbaijan's influence in the Council of Europe.

The KVR initiated the investigations in this case as early as summer 2024 and involved the internal audit department due to initial suspicions. The 6th Criminal Chamber of the Munich I Regional Court will decide on the opening of the main proceedings.

The charges against the first suspect include several cases of bribery, while the second KVR employee is accused of issuing incorrect fiction certificates. The second KVR employee received various benefits from the accused relocator at irregular intervals.

The suspect relocator promised foreigners the residence titles through manipulating immigration documents in exchange for money. Through the incorrect fiction certificates, foreigners were given the impression of potential legal residence titles, which were not possible. The suspects are accused of securing a continuous source of income through this repeated fraud scheme.

The external relocation service provider was arrested at the KVR several days before the raid. Four employees of the Foreigners' Office were arrested and briefly detained in remand. A total of six current or former KVR employees are suspected.

No new information about the arrests or charges against the suspects has been provided in this paragraph. The second and third suspects, in addition to the suspect relocator, are still under investigation. The public will be kept updated as more information becomes available.
