Lithuanian Prime Minister Gintautas Paluckas tendered his resignation on Thursday, August 1, 2025, following investigations into his business dealings that have sparked public protests and calls for his resignation.

The investigations, launched by anti-corruption and law enforcement agencies following media reports in July, concern allegations of misconduct linked to both Paluckas's past and current business activities.

A key issue damaging Paluckas’s credibility is related to a 2012 case known as the "rat poison scandal," in which he was convicted of abusing his authority during the bidding process for rat extermination contracts in Vilnius. The Lithuanian Supreme Court found that he unlawfully favored the highest bidder. Paluckas received a two-year suspended prison sentence and was fined, but he failed to pay a significant penalty amounting to approximately €50,019.

Further fueling the investigation, Lithuania's Financial Crime Investigation Service also raided the offices of Dankora, a company owned by Paluckas' sister-in-law, indicating a broader inquiry involving associates linked to his business network.

In his resignation, Paluckas expressed hope that ongoing investigations would clarify facts from allegations and stated his intention to resign as leader of the Social Democratic Party as well.

The resignation has led to political instability, including concerns about government collapse. Lithuania's entire Cabinet is expected to step down following Paluckas's resignation. The country's foreign policy, however, is not expected to shift. President Gitanas Nauseda, elected independently, remains Lithuania's key voice on the global stage, having been one of Ukraine's strongest backers in its war against Russia.

The resignation raises concerns of a leadership gap just weeks before Russia begins joint military exercises with Belarus. Paluckas stated that he will continue to defend his honor and dignity and await the conclusions of the investigations.

Paluckas took office late last year and is a member of the Social Democratic Party. Earlier on Thursday, investigative journalists revealed that Garnis, a company partly owned by Paluckas himself, had received a subsidized state loan while Paluckas was already serving as prime minister. This revelation followed an earlier report from Lithuanian investigative journalists, who revealed in May that Garnis had also received EU funds to buy battery systems, with Dankora allegedly using these funds to make the purchase.
