Cebu City Council Calls for Stricter Standards in City Infrastructure Projects
The Cebu City Council has passed a resolution aimed at improving the quality of city infrastructure and boosting public confidence in the procurement process. Authored by Councilor Sisinio Andales, the resolution urges the Bids and Awards Committee (BAC) to be more stringent in screening contractors for city-funded infrastructure projects.
The measures are intended to address public concerns about government spending, particularly in light of recent national issues that have raised questions about the performance and reliability of certain contractors involved in government projects. These issues have undermined public trust in government spending.
The resolution calls for a more rigorous vetting process for bidders, including thorough background checks. The BAC is requested to validate technical and financial documents of bidders, and to assess the performance of contractors in past projects as part of the new vetting process.
The purpose of the resolution is to ensure the integrity, quality, and timely completion of city-funded infrastructure projects. The resolution cites cases of substandard work, incomplete or non-existing "ghost" projects, and non-compliance with contractual obligations as issues that need to be addressed.
The BAC plays a critical role in upholding the provisions of Republic Act 9184, which sets the standards for transparency, competitiveness, and accountability in government bidding and procurement.
