The city's election committee rejected Paul's candidacy in early August, a decision that was upheld by multiple courts, including the Administrative Court of Neustadt/Weinstraße, the Higher Administrative Court of Rhineland-Palatinate, the Federal Constitutional Court in Karlsruhe, the Constitutional Court of Rhineland-Palatinate in Koblenz, and the Constitutional Court (VGH) of Rhineland-Palatinate. The VGH, in its rejection of Paul's complaint, deemed it partly inadmissible and otherwise unfounded. The Federal Constitutional Court, too, declared Paul's complaint inadmissible. These court decisions effectively bar Paul from participating in the election. The Ministry of the Interior in Mainz compiled public statements by Paul, which were used as a basis for the rejection of his candidacy. The city of Ludwigshafen had initially requested a letter from the Ministry of the Interior containing these statements. The city of Mainz, too, had made a similar request. The incumbent mayor, who is not affiliated with any party, is Jutta Steinruck. Notably, Steinruck, who recently left the SPD, will not be running in the election. The exclusion of Paul from the election has sparked controversy, with Paul himself describing the election as undemocratic. However, the courts' decisions were based on doubts about Paul's loyalty to the constitution. The mayoral election in Ludwigshafen is being held due to the rejection of Paul's candidacy. The next mayor of Ludwigshafen will be elected on September 21. Despite Paul's exclusion, the race is expected to be competitive, with several other candidates vying for the position.
