The Hessian State Statistical Office, based in Wiesbaden, has extended the response time for Hessian municipalities challenging the officially determined population figures. Initially, these municipalities were due a response by the end of March, but the delay could stretch for several weeks, according to their recent statement.
Budgetary Setbacks for Cities
Around 9% of Hessian municipalities, representing 40 out of 421 – including Hanau, Fulda, and Gießen – have submitted objections to the revised population numbers, which were based on the 2022 census data provided by the office. These cities have independently calculated higher population numbers. If the new census results hold, it could result in significant financial losses for these municipalities.
The Hessian State Statistical Office has committed to thoroughly reviewing all the objections, taking a more significant amount of time than initially presumed at the onset of the year. The office highlighted that every reason given by the municipalities will be examined individually. Due to the ongoing proceedings, the office has declined to comment on the current status, including the progress of the file inspections and hearings. The office had previously confirmed that the statistical method used during the census was scientifically sound and backed by the Federal Constitutional Court.
First among the disgruntled municipalities was Hanau, which filed its objection against the official figures determined by the statisticians in early December. As per the census, Hanau had only 93,632 inhabitants on the reference date of May 15, 2022, whereas population forecasts predicted 100,307. Based on their own registration office's data, Hanau had exactly 102,934 inhabitants on the census reference date, and by February 28, 2025, the city's population had reached 107,480.
Hanau's Discrepancy Argument
Hanau alleges that the census calculations are incorrect, accusing the Hessian State Statistical Office of a lack of transparency. Hanau's city authorities estimate that it will miss out on approximately €100 million in funding and allocations over a span of ten years due to this alleged discrepancy. The new calculation has reportedly had no impact on the current budget for this year.
