Consultation occurred with the Commission regarding the draft resolution concerning the circumstances in Ukraine.

In a series of developments, it has been announced that a three-way summit between the presidents of Ukraine, Russia, and the United States is reportedly planned. The meeting is scheduled to take place after a meeting between Ukrainian President Volodymyr Zelenskyy and Kremlin chief Vladimir Putin.

The summit, if it materializes, will involve Ukrainian President Volodymyr Zelenskyy, Russian President Vladimir Putin, and former US President Donald Trump. Hungarian Prime Minister Viktor Orbán is expected to host the summit in Budapest.

The U.S. White House has confirmed that Putin has agreed to a summit with Zelenskyy, but Moscow has not yet given clear words on this. Similarly, the White House has not provided any information about the possible location for a meeting between Zelenskyy and Putin, or for the three-way summit. However, Finance Minister Scott Bessent has suggested Budapest as a possible location for the three-way summit.

The discussions are expected to focus on security guarantees and their implementation. The U.S. Chairman of the Joint Chiefs of Staff Dan Caine will receive visits from his colleagues from Germany, the UK, France, Finland, and Italy this week. This is indicative of the international cooperation being sought in addressing the security concerns in Ukraine.

Thousands of European soldiers are believed to be needed for effective protection of Ukraine, according to the former commander of U.S. forces in Europe, Ben Hodges. Without the deployment of many thousands of European soldiers on the ground, with a clear mandate, strict rules of engagement, and real capabilities that Russia respects, such security guarantees remain an empty shell, according to Hodges.

Trump has expressed a religious motivation for his efforts towards a peaceful solution, stating "I'm trying to get into heaven if possible." He has also ruled out the deployment of U.S. soldiers in a possible peacekeeping force. However, the U.S. could provide air support for a peacekeeping force, according to Trump.

Putin has reportedly proposed Moscow as a location for the meeting with Trump, but the White House did not comment on this due to the confidentiality of the discussions. Putin has not yet confirmed whether he will attend the three-way summit. There are still many open questions about the meeting, including whether the Kremlin is ready for it.

The news of the planned summit comes amidst ongoing tensions between Ukraine and Russia. Thousands of European soldiers are needed for effective protection of Ukraine, according to Ben Hodges. Europeans must work together with the U.S. to create security guarantees that would genuinely pressure Moscow, as per Hodges.

Trump has expressed his desire for the three leaders to meet without him. However, it remains to be seen if the summit will indeed take place and what impact it will have on the ongoing conflict in Ukraine.
