Congress Races to Avoid Shutdown as House, Senate Meet with Trump

Congress is rushing to prevent a government shutdown. The House has passed five spending bills, while the Senate has passed 11, but none have been approved on the floor. With the current funding deadline looming on Wednesday, September 29, 2025, Republican House speakers are set to meet with US President Donald Trump to discuss government funding.

On Monday, December 20, House speakers will travel to the White House to hold talks with Trump. Mike Johnson, a key figure in these discussions, will meet with Trump at Mar-a-Lago the following day. Meanwhile, Trump is also planning to address House Republicans at the Capitol on Wednesday. House Republicans are strategizing with President-elect Trump to extend government funding past the December 20 deadline. Their aim is to maximize their leverage in setting spending levels for the remainder of fiscal 2025.

Senate Democrats had initially hoped to focus on approving full-year appropriations bills after the election. However, the House and Senate have yet to agree on spending levels. House Speaker Mike Johnson has floated various proposals, including another stopgap or full-year funding bills. Republican appropriators have thus far stuck to the spending levels outlined in the Fiscal Responsibility Act, rather than the two-year budget deal. Congress faces a tight timeline to wrap up fiscal 2025 funding before the end of the current session.

Top Republicans plan to ask Trump for his preference on government funding, with the aim of preventing a shutdown. As the deadline approaches, both parties are working to find common ground and pass a spending bill that can be approved on the floor.
