Breaking News: Putin Proposes Moscow Summit with Zelensky

In a significant development, Russian President Vladimir Putin has proposed Moscow as the venue for a meeting with Ukrainian President Volodymyr Zelensky, aiming to negotiate an end to the war in Ukraine. The proposal came during a phone call involving U.S. President Donald Trump and was reported by multiple sources in mid-August 2025.

The news was confirmed by a source close to the discussions to the international editorial staff of Radio France and also confirmed by an AFP report. However, Kremlin confirmation has been lacking, and some Ukrainian officials remain skeptical about Putin's willingness to meet Zelensky directly, given that Putin has historically questioned Zelensky’s legitimacy as a leader.

Zelensky himself has reiterated that a direct meeting with Putin would be the "most effective way forward" amid stalled peace efforts. The location for the summit remains uncertain, but the proposed meeting location is Moscow, Russia.

The potential implications of holding such a summit in Moscow are significant. It could mark a major breakthrough in diplomatic efforts after years of conflict, reopening channels for dialogue on territorial disputes and security guarantees. However, logistical and security challenges will be substantial, and trust between the parties remains very low, with fundamental disagreements unresolved, especially concerning sovereignty and the terms of any ceasefire or peace treaty.

Putin’s offer to meet in Moscow could be seen as a power move, potentially complicating the optics and security for Zelensky’s side. U.S. involvement, particularly Donald Trump’s push for the summit, plays an influential role, though Zelensky and his Western allies have shown wariness of any Russian narrative that undermines Ukrainian sovereignty.

Regarding the current status of the proposed summit with Donald Trump, the information is that the summit remains a possibility but faces many diplomatic hurdles, including the need for major preparatory work and negotiation on the issues to be discussed. The summit idea surfaced during Trump’s recent meeting with Zelensky and European leaders at the White House in August 2025, where Trump pushed for a Ukraine-Russia summit. However, following Russia's public dismissal of any immediate meeting between Putin and Zelensky, hopes for a swift summit have dimmed, and no firm date or location has been confirmed apart from Putin’s tentative Moscow suggestion.

Meanwhile, Kiev's allies are holding multiple meetings to establish security guarantees that could be implemented in case of a peace agreement with Moscow to prevent further Russian attacks on Ukraine. Switzerland has stated that if the discussions were to take place on its territory, Vladimir Putin, who is wanted by an international arrest warrant, could benefit from immunity.

In a separate development, Russian Foreign Minister Sergei Lavrov stated that if the meeting were to take place, it should be prepared "very carefully." Volodymyr Zelensky has previously expressed his readiness to participate in such a meeting. However, Vladimir Putin had previously opposed the idea of a meeting.
