Subsequent investigations led to a preliminary probe targeting Philippe and two other Le Havre officials. The suspects were accused of influence peddling, favoritism, and embezzlement of public funds, among other unsavory activities[2].
In April 2024, French police conducted a raid at Le Havre's city hall as part of this inquiry. A judicial source confirmed that the investigation remained ongoing, with documents seized during the raid under close scrutiny[1].
Corruption Probe Hits Ex-PM Philippe
But according to the complainant and three media outlets, the investigation appears to be making little progress. The complainant’s lawyer expressed concern that the Financial Prosecutor's Office might shy away from delving into the alleged involvement of a potential future presidential candidate[1].
In hopes of accelerating the process, a fresh complaint was filed, with the aim of appointing an independent investigating magistrate. The complainant sought transparency on the progress of the case as a civil party involved[1].
Eduard Philippe served as prime minister from 2017 to 2020. He has declared his intentions to run for president in 2027, backed by his Horizons centrist movement - an ally, but not a part, of President Emmanuel Macron's centrist faction[3].

While Philippe doesn't mince words, dismissing the allegations as nothing more than a vindictive vendetta that stems from unhappiness over a failed contract renewal, he continues to solidify his position as a strong contender from the center against the far right[3].
