Firing Up the Gears of Progress: National Assembly Tackles Tough Agenda

Hà Nội - In a waves of determination, the National Assembly Standing Committee ignited its 46th session on June 3, 2025, right here in Hà Nội, under the leadership of NA Chairman Trần Thanh Mã́n.

The first phase of the 9th session is crucial, according to Mã́n, as the eight important resolutions adopted during this event lay the groundwork for a meticulous, prudent, and all-encompassing constitutional amendment process that aligns with the country's development needs in the new era.

During this session, the NA Standing Committee is gearing up to scrutinize a vast array of issues. Specifically, they will offer their feedback on the revision, clarification, and finalization of 28 out of 31 draft laws and resolutions discussed during the first phase of the 9th session. These drafts, expected to be approved in the following phase, aim to streamline the legal framework, spark momentum, and ensure the efficient functioning of the state apparatus in the evolving context.

In addition, the committee is providing preliminary feedback on matters to be tabled in the second phase, such as:

  • A draft law tweaking and augmenting provisions related to national defense.
  • A draft resolution revising or abolishing special financial and income management mechanisms for state bodies and administrative units.
  • The 2025 master plan for reorganizing provincial-level administrative units.

Mã́n urged submitting and verifying bodies, as well as relevant units, to work in harmony, clarify controversial issues, and ensure that each approved document is both compelling and executable. He also emphasized that the committee will focus its discussions on divisive topics, striving to achieve a consensus before submitting them to the legislature.

At the session, the committee will approve seven additional contents under its authority. This includes an ordinance revising Article 10 of an unspecified ordinance, a resolution guiding the organization of NA delegations and People's Councils for the 2021-26 term following the reorganization of administrative units, and several other resolutions aimed at implementing the revised Law on the Organization of the National Assembly.

The committee will provisionally approve draft resolutions on the reorganization of commune-level administrative units in 2025.

Regarding the Ring Road 4 project in HCM City, the key investment policy for the project is already on the agenda and will be submitted to the National Assembly for consideration at the second phase. In light of this, the NA Chairman requested the Government to swiftly direct relevant agencies to finalize the dossier and submit it to the NA Standing Committee immediately for appraisal, feedback, and prompt submission to the NA.

The proposal for the establishment of a financial center was submitted by the Government and will be presented to the National Assembly for deliberation.

Given the session's substantial workload and complexity, it demands methodical preparation, high accountability, and harmonious collaboration among relevant bodies. Each item under review serves not only to refine the legal system but also to fuel national progress and ensure the seamless operation of the state machinery in the new context.
