Committee to hold 48th meeting from August 11 to August 13
The National Assembly Standing Committee is set to convene its 48th session from August 11-13, 2022. The session's primary focus will be on law-making, with the committee reviewing 13 draft laws, seven of which are new and six being revised versions following debates at the National Assembly's 9th sitting.
During the session, the committee will review four draft laws related to legal assistance and extradition: the Law on Extradition, Law on Sentenced Persons, Law on Mutual Legal Assistance in Civil Matters, and Law on Mutual Legal Assistance in Criminal Matters. Additionally, they will examine the revised Law on Execution of Civil Judgments and the revised Law on Execution of Criminal Judgments.
The committee will also review and give opinions on the draft Law on Enforcement of Temporary Detention, Custody and Prohibition from Leaving a Place of Residence, as well as the draft Law amending and supplementing a number of articles of the Law on Education. Furthermore, they will consider the draft Law amending and supplementing a number of articles of the Law on Oversight Activities of the National Assembly and People's Councils.
The session will also address the draft Law on the State of Emergency, for which the committee will give opinions on the explanation, reception, and revision of the draft Law. The committee will also draft a resolution on the number of regional State Audit offices under the State Audit Office of Vietnam.
In addition to law-making, the session will review several reports and draft resolutions. This includes the report of the thematic supervision delegation on the implementation of policies and laws on the development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources. The committee will also draft a resolution listing tasks, activities, and cost norms for each task and activity related to the appraisal and approval of legal normative documents and the appraisal, ratification, and decision-making on the accession to international treaties and organizations.
The session will also consider and adopt a resolution on the implementation of democracy within the internal operations of the agencies of the National Assembly (NA) and the People's Councils. The committee will review the NA's July 2025 report on public petitions.
August 14-15 has been set as a backup date for the session. The session will also review the draft resolution on the use of local budgets to support costs for projects invested in Vietnam by the Samsung Group, and the revised Law on Higher Education, the revised Law on Vocational Education, and the revised Law on Drug Prevention and Control.
The article also mentions mechanisms and policies for investment in the construction of Gia Bình International Airport, but does not provide specific facts about these mechanisms or policies.
This session is particularly significant as it prepares for the National Assembly’s upcoming 10th and final sitting of the 2021–26 tenure, coinciding with the 80th anniversary of the August Revolution and National Day celebrations. The session emphasizes urgency in passing laws only deemed necessary to address pressing socio-economic issues during the final sitting, out of over 90 items and 47 draft laws proposed by the Government.
