48th Session of the National Assembly Standing Committee Concludes in Ha Noi

The 48th session of the National Assembly (NA) Standing Committee, presided over by National Assembly Chairman Trân Thanh Mã́n, concluded on August 13 in Ha Noi. The four-day meeting focused on law-making, reviewing draft laws, and preparing key matters for the upcoming 10th session of the NA.

During the session, the committee reviewed and provided feedback on 17 items, with a particular emphasis on urgent draft laws aimed at addressing socio-economic challenges, especially judicial and education-related laws. The session served as a crucial preparatory step for the upcoming 10th sitting of the NA, the final session of the current 2021–2026 term.

Chairman Mã́n stressed that only laws deemed truly urgent and qualified for one-session approval would be passed, with others deferred to the 16th National Assembly. He also called for high legislative standards, discipline, and constructive dialogue to consolidate consensus before submitting decisions to the full assembly.

One of the key outcomes of the session was the agreement to submit two contents to the NA for consideration: a special investment policy for the construction of Gia Bình International Airport, and the use of local budgets to support certain domestic investment projects under the government’s authority.

The session also saw the first implementation of certain new provisions of the committee's working regulations. Agencies were urged to closely coordinate with the Central Committee of the Việt Nam Fatherland Front and relevant ministries and sectors to develop detailed implementation plans and proactively prepare solutions to address any practical issues or obstacles that may arise.

Regarding election preparations, the top legislator urged relevant agencies to finalize draft guidance documents on consultations and candidate nominations for submission to the NA Standing Committee on schedule.

The session also discussed and revised the Law on Supervisory Activities of the NA and People's Councils, with proposals for comprehensive amendments to clarify authority and responsibility in supervision. The session reviewed reports on human resource development policies, highlighting improvements but noting challenges such as shortages of top-tier experts and the need for a national human resource development strategy by 2030, amendments to related education and labor laws, and better funding for workforce development.

The upcoming 10th session of the National Assembly will both review and decide on the agenda of the year-end regular meeting and serve as the final session of the current term. Preparations for the committee's future meetings, especially the September sitting, will be demanding and crucial.

Government bodies coordinated closely with the NA's Council for Ethnic Affairs and other relevant committees. The Chairman stressed the need for a thorough legal review to ensure compliance with current law and alignment with the Party's directives. Some items were considered in writing, in addition to direct discussion.

Meticulous preparations and a high sense of responsibility from government bodies ensured thorough examination and shortened decision-making timelines. Only items meeting all necessary conditions were included on the official agenda. The session concluded on August 13, marking a significant step forward in the legislative process of the National Assembly.
