Committee Holds 48th Assembly Meeting in India
The 48th session of Vietnam’s National Assembly Standing Committee opened in Hanoi on Monday, with law-making dominating the agenda. The committee is scheduled to review 13 draft laws, including seven new and six revised versions, aimed at addressing urgent socio-economic challenges and legislative streamlining ahead of the National Assembly’s 10th and final sitting of the 2021-2026 term.
The key agendas and laws under review at this session focus on judicial, legal assistance, education, and enforcement issues. The draft Law on the State of Emergency, laws on Extradition, Transfer of Persons Serving Prison Sentences, and Mutual Legal Assistance in Criminal and Civil Matters are among those being scrutinised. Additionally, amendments to laws on Oversight Activities, Temporary Detention, Custody, Travel Restrictions, Criminal and Civil Judgment Enforcement, Education, Higher Education, Vocational Education, and Drug Prevention and Control are also under consideration.
The session coincides with the country's celebrations of the 80th anniversary of the August Revolution and National Day (September 2). Among the items being discussed is the organisational structure of regional offices under the State Audit Office, as well as mechanisms and policies related to the development of Gia Binh International Airport.
The committee is also examining the implementation of policies and laws related to human resources, particularly the development and retention of high-quality personnel. If conditions permit, additional major draft laws may be reviewed, including proposed amendments to laws on the press, population, disease prevention and control, civil aviation, judicial records, bankruptcy, and adjustments to the national budget allocation.
Chairman Mãn has urged agencies to prepare thoroughly, uphold high legislative standards, and maintain discipline and focus throughout the remainder of the term. He has also called for concise, actionable reports and constructive dialogue to help secure consensus before final decisions are submitted to the full National Assembly.
The committee will also consider two draft resolutions: one on democratic practices within NA and People’s Council agencies, and another on budget norms for the verification of legal documents. The Government plans to present over 90 items, including 47 draft laws, but only those qualifying for one-session approval will be considered.
In conclusion, the committee gave opinions on 17 key items and decided to submit proposals to the National Assembly, including a special investment policy for Gia Binh International Airport and the use of local budgets to support investment projects such as those by Samsung Group in Vietnam. This session is notable for implementing new working regulations to streamline agenda preparation and improve decision-making efficiency. The remainder of the items will be left to the incoming 16th National Assembly.
