Committee endorses draft for annual schedule
In a notable move aimed at optimizing the conscription process and enhancing its quality, a bill proposing year-round conscription has been introduced to the State Duma, Russia's lower house of parliament. The bill's authors, Andrei Kartapolov, the head of the State Duma's defense committee, and Andrei Krasov, the first deputy of the committee, presented the proposal on July 22.
Currently, conscription into military service in Russia occurs twice a year - in the spring and fall. Specifically, the spring conscription takes place from April 1 to July 15, while the fall conscription occurs from October 1 to December 31. Under the proposed change, conscripts would be able to undergo medical examination, professional psychological screening, and a meeting with the conscription committee throughout the year.
The initiative aims to evenly distribute the workload on conscription points, ensuring a smoother and more efficient process. Additionally, it is designed to improve the quality of conscription, providing a more comprehensive and thorough evaluation of each potential recruit.
Andrei Kartapolov, in a recent statement, emphasised the necessity and importance of the proposed change. He suggested that the initiative could be considered in the following week. It is worth noting that the actual sending of citizens to the military will not change under the proposed system.
It's important to highlight that the age of conscription in Russia was increased to 30 years old as of January 2024. Under the current system, the spring conscription occurs before the fall conscription in Russia, and the fall conscription currently takes place from October 1 to December 31.
However, it's crucial to note that the proposed change to year-round conscription has not yet been implemented in Russia. The authors of the law, besides Andrei Kartapolov and Andrei Krasov, are not specified in the available search results.
The proposed change is a significant step towards modernizing Russia's conscription process, ensuring a more efficient and effective system for the nation's defence. As the proposal progresses through the State Duma, we will continue to monitor its development and bring you updates.
