Accusations of False Declarations Levied Against Ex-Transport Minister Scheuer Concerning Toll Incident - Commission's transport and tourism proposal reported by Mr Schleicher for the Council, as outlined in Doc COM (86) 0154.

Andreas Scheuer, the former German Transport Minister, is facing charges of false testimony related to the controversial car toll project. The charges stem from a parliamentary inquiry held by the Bundestag, during which Scheuer testified.

The car toll project, initially backed by the CSU in the German government under Chancellor Angela Merkel, was ultimately halted by the European Court of Justice (ECJ) in 2019, due to its illegality. This decision led to compensation payments by the German state to operators, and several criminal complaints from private individuals triggered the prosecutor's investigation.

Scheuer's involvement with the ECJ arises from the court's ruling that stopped the car toll project. However, there is no indication that Scheuer himself was involved directly with the ECJ in Berlin beyond the court's judgment on the legality of the toll.

Following the charges, Scheuer has stated that he will defend himself against the unfounded accusation. He has also denied the allegations in the "Bild" newspaper. Despite resigning from the Bundestag in April 2024, Scheuer has since entered private consultancy, but the investigation and legal process regarding the false testimony charges are ongoing.

The parliamentary inquiry into the failed car toll project was a significant event, shedding light on the complexities of the project and the subsequent legal implications. As the case progresses, it will be interesting to see how it unfolds and what the outcome will be for Scheuer.
