In an interview with RBB info radio, she pointed out, "The point, the spirit of this whole reform, is that we [Berlin] stop this constant shifting of responsibility between state and districts."

The Berlin House of Representatives is all set to vote on this proposed administrative reform by the black-red Senate. With both opposition parties — the Greens and the Left — in favor, it looks like a majority is assured at the plenary session on Thursday (10:00 am onward).

But once the expected decision comes in, the real work begins, says Jarasch. Priority areas include progress in digitization and establishing clearer boundaries for responsibilities.

"The Senate should handle taxes and the major city-wide tasks, setting uniform frameworks. The districts should implement what's right in front of their door," explained the opposition politician, providing insight on local matters like the construction of a fence around Görlitzer Park.

"The Görlitzer Park is a park in a district, and for that, the district should actually be responsible in the future. That means the Senate should step back, even if it wants a fence," she added, emphasizing the need for local oversight.

In a nutshell, the administrative reform has its sights set on creating a more cooperative, clearly divided, and efficient administrative structure. The state deals with overarching matters, while the districts handle local issues, preventing overlapping duties and blame-shifting between the two levels of government.
