Cebu City Traffic Management: Modernization and Enforcement Under Mayor Archival's Administration

In the heart of Cebu City, a new era of traffic management is unfolding under the leadership of Mayor Nestor Archival. The focus is on modernizing and enforcing traffic measures, with the Cebu Bus Rapid Transit (CBRT) system at its core.

The CBRT, a dedicated lane traffic discipline zone, is set to revolutionize the city's transportation landscape. The completion of CBRT Package 1 has marked a significant milestone, with dry runs commencing along a 2.38-km stretch from SM Seaside City Cebu to Cebu IT Park. To ensure the success of the CBRT, the city government will enforce a traffic discipline zone to maintain the dedicated lanes free from regular traffic, especially along Osmeña Boulevard to Natalio Bacalso Avenue.

Parallel to the CBRT implementation, a review and revision of traffic ordinances are underway. Koko Holganza, the newly reappointed chairman of the Traffic Management Coordination (TMC) Board, is spearheading this initiative. Holganza, who was previously a Cebu City councilor and a district collector for the Port of Cebu, is leading a technical working group to reassess city traffic ordinances and implementing rules and regulations to make them more suitable for current conditions. One of the key focuses is shortening notice periods for temporary road closures from two months to a few days, enhancing responsiveness.

Enforcement of traffic policies is another priority for Mayor Archival. Stricter enforcement of no-counterflow and loading zone policies is being advocated to alleviate congestion. Holganza's TMC is also working on directing city traffic operations to ensure these policies are followed effectively.

Improving traffic flow in the city's southern corridor is another key aspect of the traffic management plans. Measures such as reopening V. Padriga Street, previously closed for five years, have been coordinated with the provincial government to ease traffic in the area.

The TMC Board, under Mayor Archival's leadership, is also discussing establishing a review committee to study the city's current traffic ordinances and their Implementing Rules and Regulations (IRR). The committee will be supervised by Vice Chairman Jose Glenn Capanas.

The TMC meeting, attended by TMC Vice Chairman Capanas, representatives from the CCTO, various City Hall departments, government agencies, the private sector, and city councilors, including Councilor Paul Labra II, Councilor Winston Pepito, and Councilor Franklyn Ong, highlighted the city's commitment to traffic management.

Holganza is recognized for his advocacy for traffic discipline and his suggestions for improving traffic flow in the city. His recent suggestion of shortening the notice period for temporary road closures, particularly for barangay-level events, has been well received.

Mayor Archival's vision for traffic management is clear: modernization, enforcement, and discipline. With Holganza at the helm, the TMC Board is working tirelessly to make Cebu City's traffic situation more manageable and efficient. The technical working group, under the supervision of Vice Chairman Capanas, is tasked with studying and reporting on these matters by Aug. 20. The CCTO has been instructed to submit a report in the next meeting on Aug. 20, detailing the traffic situation, short- and long-term plans, the current structure of the CCTO, the functions of each office, and a list of damaged traffic signs.
