City Planning, Milan Prime Ministership: Residential Properties for Catella: "Viewed Mayor and Top Officals as Staff Members"
In a high-profile investigation into corruption and undue influence in Milan's politics and administration, real estate developer Manfredi Catella has found himself at the centre of a storm. Catella, the founder of Coima Srg, is under investigation for conspiracy in corruption and undue influence.
The Milan Prosecutor's Office has accused Catella of influencing the opinions of the Commission for the landscape, the contents of tenders, and derogating from the law. The prosecutors claim that Catella has shared dynamics with the municipality, dictated by him, that are still ongoing and problematic.
The "Pirellino" WhatsApp chat, which allegedly demonstrates Catella's close contact with the top of the municipality's politics and administration, has been emphasized as a novelty in the case. Exchanges of messages with co-investigated individuals within this chat are said to provide evidence of Catella's involvement.
Judge Angelo Ricciardi presided over the hearing, with Giulia Cucciniello and Paola Braggion as members of the collegial panel. The reviewing tribunal heard the case on Wednesday, August 20. Francesco Mucciarelli and Adriano Raffaelli deposited a memorandum on behalf of Catella in court.
Catella's defense argues that he did not enter into any illicit agreement with architect Scandurra, who has been free since August 12 after the revocation of his house arrest. The defense also emphasizes the truthfulness of an invoice for an amount of 28,500 euros issued by Scandurra to Coima for a feasibility study.
However, the prosecutors and the examining magistrate consider this consultancy to be fictitious and the price of corruption. A conflict of interest is attributed to Scandurra for not abstaining in decisions concerning Coima, where he received professional assignments.
The prosecutors have requested that Manfredi Catella remains under house arrest. The decision of the Review is expected by Friday. The lack of direct contacts between Catella and Scandurra, as asserted by the defense, has not deterred the prosecutors from pursuing their case against Catella.
This investigation into Milan's politics and administration continues to unfold, with Manfredi Catella at its heart. The outcome of the case is eagerly awaited, as it could potentially shed light on underlying issues within the city's governance.
