City mayor disclosed to the President about recovered assets now under state control in Shymkent.

In the heart of Kazakhstan, the city of Shymkent is experiencing a significant economic transformation. Shymkent's economy is thriving, with robust growth across industrial production, investment, small and medium-sized businesses (SMBs), and infrastructure development.

The first half of 2025 has seen the production of industrial products valued at approximately 680 billion tenge, showcasing a strong industrial sector. Investment in fixed assets has surged by 31%, reaching 360 billion tenge, aiding ongoing economic expansion. The number of SMBs in Shymkent has grown to over 139,000, with approximately 245,000 people employed in the sector, demonstrating an expanding SMB base.

Infrastructure development is progressing actively. The city has welcomed two new industrial zones, "Zhuldyz" and "Bozaryq," a reconstructed railway station, a newly finished airport terminal, and various social facilities like schools and sports complexes have been commissioned.

Regionally, Shymkent's economic growth rate stands out, with a 15.4% increase year-on-year in GDP growth during the first seven months of 2025. This growth is supported by strong construction activity nationally and regionally, which ties into Shymkent's housing and public infrastructure development efforts.

Specifically in construction, while the national data indicates a record 19.1 million square meters of housing commissioned in 2024 and ongoing large-scale projects in 2025 with over 11 million square meters built in the first half of 2025, the upward trend in Shymkent is reflected in the commissioning of over 517,000 square meters of housing and multiple educational and sports facilities this year.

Shymkent also benefits from strategic energy and transport infrastructure projects at the national level, such as the enlargement of the Beineu–Bozoi–Shymkent gas pipeline, enhancing both industrial supply and transit potential, which may further catalyse local industry and export capabilities.

President Kassym-Jomart Tokayev has shown keen interest in Shymkent's development, giving instructions to modernize road infrastructure in the city, provide housing for residents, and construct a new runway at the airport in Shymkent.

In summary, Shymkent's economic state in 2025 is characterised by:

  • Industrial production worth ~680 billion tenge in H1 2025, supported by new industrial zones.
  • Investment growth of 31% in fixed assets to 360 billion tenge.
  • Expansion of SMBs, now exceeding 139,000 enterprises with about 245,000 employed.
  • Active infrastructure development including housing, transport hubs (airport, railway), schools, and sports facilities.
  • Strong regional GDP growth of 15.4% Y-o-Y, outpacing many other regions.
  • Integration with national energy and transport projects, enhancing industrial and logistical capabilities.

These indicators illustrate a rapidly developing urban economy with diversified growth driven by industry, investment, business development, and infrastructure modernization.
