City Hall of Cebu endorses new mayor's administration

Cebu City Hall's Human Resource and Development Office (HRDO) under the reign of Henry Tomalabcad, the outgoing HRDO chief, has a mixed response to the new mayor's stern warnings regarding civil service regulations.

While Tomalabcad claims they will adhere to the orders from the incoming mayor, he suggests a face-to-face meeting with the mayor to discuss the details.

"We'll avoid it if not called for since we'd like to hear the mayor's story and that of the incoming mayor," Tomalabcad stated.

Tomalabcad expresses mild support for the HRDO's new administration, though stops short of offering wholehearted endorsement.

"We offer all-out support to the new administration," Tomalabcad declared.

With regard to casual employees, Tomalabcad warns of potential cuts during the transition to the new administration as these employees lack job security compared to regular employees. He hints at the possibility of renewing the contracts of casual staff by the end of July, the anticipated turnover date.

The fate of regular employees, however, remains uncertain. They are unsure if their positions will be secure or if they will be reassigned to different departments or positions under the new administration.

Eleven city hall employees, whose tenure ends with the current mayor, are about to retire. Tomalabcad reveals that the new mayor has lined up key appointments in addition to the City Administrator and City Legal Officer.

"It's false, let's just wait and see what reasonable people in positions of authority say," Tomalabcad rebutted.

As for job order (JO) personnel, Tomalabcad is preparing for their prompt response to the new mayor's requests. He announces that JO personnel, project-based employees, and the new mayor will be the ones to decide on their job continuation.

In the midst of the transition to the new Cebu City administration, Tomalabcad implies that casual employees might face layoffs during this period, while the fate of regular employees remains unclear, potentially subject to reassignment or position changes. Furthermore, despite the incoming mayor's planned appointments, Tomalabcad maintains a cautious optimism, emphasizing the importance of a face-to-face meeting to clarify the details of the new politics within the city's general-news landscape.
