Spanish Power Grid Restoration: Catalonia Residents Urged to Conserve Energy

Citizens of Spain should abstain from using electricity once the power is restored.

In a surprising turn of events, the Spanish Interior Minister, Núria Parlón Gil, has issued a cautionary advisory to citizens in Catalonia. Even as some regions have regained power following the massive power outage on the Iberian Peninsula, they are being asked to avoid using electricity as much as possible to prevent a potential grid collapse.

Gil affirmed, "While some areas are reconnected to the power grid and electricity is flowing locally, we still advise people to conserve energy." This precautionary measure is essential to ensure that the electrical grid can sustain the demand as more households and businesses turn on their devices, especially as the initial cause of the power outage remains unfathomed.

Reduced mobile phone usage is also encouraged. In addition, emergency use of the 112 emergency number is advised, given the overloading of both networks and emergency centers. Travel should also be kept to a minimum to prevent traffic congestion and a higher risk of accidents.

The crisis has prompted a hastily convened crisis cabinet, also known as the alarm phase of the emergency plan, with the Catalan interior minister as a member. The cabinet has yet to reveal the possible reasons behind the power outage. However, the European Union's Council President, António Costa, claimed that there is no evidence of a cyberattack at this time.

Jorge Azcón, the president of the Aragon region, reiterated Parlón Gil's advice, urging citizens to stay home, minimize phone usage, and limit energy consumption. He also emphasized the importance of reducing activities to enable the gradual restoration of power and avoid a repetition of the failure.

Initially, power failure occurred at noon, spreading across Spain, Portugal, Andorra, and parts of southern France. Traffic came to a standstill, while supermarkets had to either close or switch to cash-only transactions. The Spanish National Cybersecurity Institute (INCIBE) is currently investigating whether a cyberattack was responsible for the power outage. The European Commission has also initiated an investigation.

While the causes of the April 28, 2025, power grid failure remain under investigation, it is suspected that technical grid instability, cascading infrastructure stress, and potential systemic vulnerabilities played significant roles. The incident underscores the need for improved backup systems for critical infrastructure, grid modernization, and public preparedness for prolonged outages.
