Citizens in Russia have been provided instructions on who to contact if they experience issues with delayed hot water supply.

In Russia, the rules governing the preventive disconnection of hot water supply for maintenance have seen some changes, according to Yevgeny Masharov, a member of the Public Chamber's commission for public lawmaking and other normative acts.

Previously, the Sanitary Rules and Norms (SanPiN) had a provision that limited preventive disconnection of hot water to 14 days. However, the current edition of SanPiN does not have this limit, making it advisory, Masharov explained.

This means that the duration of preventive work, if set, should be adhered to, he emphasized. The duration of the disconnection depends on the condition of the engineering networks and usually ranges from three days to two weeks. Planned summer disconnections of hot water in multi-apartment buildings are carried out for a strictly necessary period.

Masharov also noted that if the organization responsible for hot and cold water supply or wastewater treatment violates these guidelines, they may face penalties. Officials responsible for these services may face administrative fines ranging from 10,000 to 100,000 rubles or disqualification for a period of two to three years.

In case of delayed resumption of hot water supply following maintenance, Russian citizens can contact the State Housing Inspectorate for assistance.

It is important to note that the exact maximum disconnection times can vary depending on the regional legislation and specific utility service contracts. For the most precise and current regulation, it would be necessary to consult official Russian government documents such as the Housing Code of the Russian Federation or orders from the Federal Service for Supervision of Consumer Rights Protection and Human Welfare (Rospotrebnadzor), or specific regional administrative acts related to utilities.

In the past, there have been reports of fraudulent schemes involving letters about the disconnection of hot water. The State Duma has previously addressed these issues.
