"There are predatory structures that entice workers from other EU countries and dangle mini-employment contracts," Bas shared with stern magazine. "At the same time, they encourage applicants for citizens' money, only to pocket the public subsidies for themselves. These are criminal syndicate-like operations we must root out."

To make this happen, tighter information exchanges are crucial between finance departments, job centers, family services, and security authorities. "We must examine data more closely to verify whether there's a genuine claim for freedom of movement. In some cases, people are just dragged into vans and exploited as day laborers," Bas explained.

Busting the system by 2025

Bas envisions changes to the citizens' money system by 2025, keeping the scheme's essence but rebranding it. "The label doesn't matter," she stated. Modifications will be made to adjust the benefits based on inflation and expedite sanctions. However, she drew a line when it comes to targeting families with children. "Severe punition to zero isn't feasible. But those receiving benefits have a duty to cooperate," Baerbel emphasized.

The minister plans to study reports and research to develop proposals for reform, preparatory work on which will kick off in 2023.
