China instituted a worldwide mediation organization within Hong Kong territory.
China established a global mediation body in Hong Kong on Friday, aiming to create an organization comparable to the International Court of Justice (ICJ). The International Organization for Mediation (IOMed) is the world's first intergovernmental legal body dedicated exclusively to mediation.
The convention for the IOMed was co-signed by 31 countries, including Serbia, Pakistan, Papua New Guinea, and Venezuela. The organisation aims to promote the peaceful settlement of international disputes, thereby fostering friendly relations and cooperation among nations.
Beijing's initiative comes as a response to increasing international tensions, particularly in light of the United States' policy shift under President Donald Trump. The move is also an effort to strengthen Hong Kong's reputation as a hub for business, following the imposition of a national security law in 2020 which raised concerns about the city's legal impartiality.
China's Foreign Minister, Wang Yi, described the birth of the IOMed as a step towards transcending the zero-sum mentality, promoting amicable resolution of international disputes, and building harmonious international relations. The IOMed will handle state-to-state conflicts, investor-state disputes, and commercial disagreements, providing a flexible, cost-effective alternative to traditional legal processes.
The IOMed will begin operations at the end of this year or early 2026. It is seen as complementing existing international dispute resolution mechanisms like the ICJ, offering a novel approach to achieve win-win outcomes and enhance global peace and stability.
The IOMed's role in global governance is expected to be significant, providing a new legal public good in international rule of law. The organization is expected to play a crucial role in promoting peaceful resolutions and enhancing cooperation among nations, in line with the principles of the United Nations Charter.
