Chechen leader Kadyrov gives property tax duties to his 17-year-old son
In a move that has raised eyebrows, Chechen head Ramzan Kadyrov has appointed his 17-year-old son, Adam Kadyrov, to oversee the payment of property taxes by municipal-level organisations in the region.
Adam Kadyrov, who already holds several high-profile positions, is the secretary of Chechnya's Security Council and the 'supervisor' of the Chechen Interior Ministry. He also oversees Chechnya's Baisangur of Benoa and Sheikh Mansur battalions, as well as the Special Forces University in Gudermes.
The announcement was made during an extended meeting with members of the Chechen government, with the focus on the socio-economic development of the region. It is unclear, however, which municipal companies will fall under Adam Kadyrov's supervision.
Adam Kadyrov has gained public attention for his rapid rise in the political sphere. He has received seven official positions since 2023, despite being underage and having no political experience. This latest appointment has him serving as the overseer of local tax collection in Chechnya's regional government, reportedly earning a monthly salary of approximately 1 million rubles.
There has been speculation that Kadyrov is grooming Adam as his successor. However, it remains unclear whether there is a legal or political mechanism for power to be transferred to Adam Kadyrov. It is also unclear for what period Adam Kadyrov will be responsible for this task.
Adam Kadyrov's appointments have been met with controversy. In 2023, he was involved in an assault incident at a pre-trial detention centre, and there are questions about his educational background, with it being unclear whether he has completed school.
Recently, Adam Kadyrov was noticed wearing a Jacob & Co watch worth over ₽41 million ($500,000), and at his wedding, he wore a Billionaire ASHOKA watch worth around $7 million.
Under Russian law, direct transfer of official government positions to family members is not permitted, and the minimum age to be the head of a region is 30. It is unclear what exact powers are being given to Adam Kadyrov, or to what extent, or whether he will receive a salary or any other form of remuneration for this work.
The appointment was reported by the local news agency Chechnya Today. It is unclear whether Adam Kadyrov will also oversee fundraising for humanitarian aid to residents of the Gaza Strip, another role he has previously held.
