Myanmar's Persistent Crisis: Asean's Diplomatic Efforts
KUALA LUMPUR, May 25 - Asean Foreign Ministers have united in their resolve to continue engaging with Myanmar's State Administration Council (SAC) to find a lasting solution to the ongoing crisis, which originated from a military coup on Feb 1, 2021. As the current Asean chair, Malaysia plans to visit Myanmar to present a comprehensive list of requests gathered from various stakeholders to the SAC.
Datuk Seri Mohamad Hasan, the Malaysian Foreign Minister, stated that they aim to engage with Myanmar's leadership to understand their requests and hopes to present them to the SAC for discussion. The list, known as a 'wishlist,' is expected to include demands from armed ethnic groups. While specifics are yet to be disclosed, demands are anticipated to focus on issues such as ceasefire agreements, political reforms, and improved humanitarian access.
The discussions between Asean and Myanmar will be framed around the Five-Point Consensus (5PC), a set of agreements that all Asean leaders agreed upon in 2021. The 5PC requires Myanmar to cease all violence, initiate inclusive dialogue, ensure humanitarian assistance, appoint an Asean Special Envoy, and facilitate meetings between the envoy and all parties.
During a recent informal consultative meeting between the current, previous, and incoming Asean chairs, Malaysia reported on the latest developments in Myanmar and discussed strategies for moving forward. The SAC remained absent from this meeting, although it will be included in future discussions.
Mohamad emphasized that while Asean respects Myanmar's sovereignty, the crisis has become a shared concern for the region. The instability in Myanmar has implications for regional security, including issues related to transnational crime and refugee movements.
When asked about Myanmar's potential re-integration into Asean's political discussions, Mohamad clarified that Myanmar was not barred from full participation but was currently invited only to non-political meetings.
As the host of Asean 2025, Malaysia will host two concurrent high-level meetings: the 2nd Asean-Gulf Cooperation Council (GCC) Summit and the Asean-GCC-China Summit. These meetings are significant as they foster regional and inter-regional cooperation.
Malaysia previously chaired Asean in 1977, 1997, 2005, and 2015. The forthcoming ASEAN Summit and Related Summits will take place at the KLCC from May 26 to 27, providing a platform for regional dialogue and decision-making.
