Cebu Governor Revives Provincial Youth Commission
The Provincial Youth Commission (PYC) in Cebu, Philippines, has been reinstated by Governor Pamela Baricuatro, following an executive order issued on August 8, 2025, in Poro, Camotes Islands.
Originally established under former governor Hilario Davide III, the PYC had been dormant during Gwendolyn Garcia's term as governor. The commission is now ready to take on a new role, focusing on understanding the needs of the youth directly and making recommendations for youth-focused policies and legislation.
The PYC is composed of six commissioners, each representing various youth sectors. These sectors include out-of-school youth, working youth, and persons with disabilities. Loren Singco, Sangguniang Kabataan Provincial Federation President and Provincial Board Member, is also a member of the PYC.
By law, the governor chairs the PYC, with the vice governor serving as vice chair. This structure ensures institutional support and representation in policymaking. The commission's mandate is to directly understand and address what the youth require, indicating that forthcoming policy recommendations will likely reflect current youth priorities in Cebu.
Governor Baricuatro emphasized that the PYC's role is twofold: to recommend youth policies and legislation, and to understand the needs of the youth directly. The commission seeks to engage with the youth in an inclusive manner, ensuring that their voices are heard and their needs are addressed in policy-making processes.
As of August 2025, the PYC has not yet publicly released specific youth policies or legislation recommendations. However, with its renewed focus and structure, the commission is poised to make a significant impact on youth-related issues in Cebu.
