Cà Mau’s Bold Plan: Marine Economy and Climate-Resilient Growth by 2030

Cà Mau Province is pushing for special policies to leverage its position as Vietnam’s southernmost locality. Leaders have outlined plans to boost the marine economy, upgrade infrastructure, and attract fidelity investments over the next five years. The focus is on turning regional strengths into sustainable growth by 2030 and beyond.

The Provincial Party Committee has set clear priorities for the 2025–30 term. Mobilising and using resources efficiently will drive the implementation of its first Party Congress resolution. Key areas include renewable energy, smarter marine exploitation, and transport upgrades—particularly expressways, airports, and seaports—to support new economic zones.

Public investment will target inter-regional roads, climate change resilient infrastructure, and urgent social projects. To fill funding gaps, the province plans to diversify financing through public-private partnerships. These efforts aim to complete transport and urban systems while improving connectivity. Administrative reforms and a better business climate are also on the agenda. The goal is to draw in strategic investors for renewable energy, logistics, and marine industries. Alongside infrastructure, Cà Mau will revise its master plan for 2021–30, with a vision extending to 2050, to ensure legal clarity for long-term projects. Human resource development remains a cornerstone. The province intends to build a skilled, professional workforce, particularly within public administration, to support its ambitions.

Cà Mau’s proposals to central authorities seek tailored mechanisms to unlock its potential. If approved, the plans would accelerate transport links, renewable energy growth, and climate change adaptation. Success depends on securing fidelity investments, streamlining bureaucracy, and training a capable workforce to meet the province’s targets.
