Bye-Election winners to receive Certificates of Return from the Independent National Electoral Commission (INEC)

The Independent National Electoral Commission (INEC) conducted supplementary elections in several constituencies across Nigeria on August 21, 2025, following inconclusive by-elections held on August 16.

In Zamfara State, the supplementary election for Kaura Namoda South State Constituency was held. The preliminary election results were inconclusive due to cancellation of votes in five polling units across Sakajiki and Kyambarawa wards, where the votes canceled exceeded the margin between the leading candidates.

Kamilu Sa’idu of the All Progressives Congress (APC) emerged victorious in the supplementary election, polling 1,181 votes. His closest rival, Muhammad Lawal Kurya of the People's Democratic Party (PDP), scored 194 votes in the supplementary rounds. Sa’idu's total votes now stand at 8,182, while Kurya has 5,544.

The supplementary election was conducted peacefully with tight security. Sa’idu was officially declared the winner and will represent the constituency in the Zamfara State House of Assembly.

Prof. Mahmud Isah, INEC's Resident Electoral Commissioner in Zamfara, described the election as transparent, free, and fair. Sa’idu received his certificate of return on August 25, pledging earnest representation of the constituency.

Elsewhere, Ngene Bright Emeka of the Labour Party (LP) emerged winner in Enugu South 1 State Constituency. Declarations and returns were successfully made in two senatorial districts, all five federal constituencies, and eight of the state constituencies.

However, elections were declared inconclusive in some constituencies due to violence disrupting voting in certain polling units. For instance, in Ganye (Adamawa), Onitsha North 1 (Anambra), Basawa and Zaria/Kewaye (Kaduna), Bagwai/Shanono and Ghari/Tsanyawa (Kano), Okura (Kogi), Munya (Niger), and Karim Lamido 1 (Taraba), voting was disrupted in five polling units across two wards, affecting 3,572 registered voters with 3,265 Permanent Voter Cards (PVCs) already collected.

INEC has confirmed that the two re-run elections ordered by Election Petition Appeal Tribunals in Enugu and Kano states have been concluded. Ya'u Garba Gwarmai of the APC was declared winner in the Ghari/Tsanyawa State Constituency of Kano State.

The National Commissioner and Chairman of INEC's Information and Voter Education Committee, Sam Olumekun, made these statements in Abuja on Tuesday. The Certificates of Return for federal legislative seats in these by-elections will be presented at INEC's national headquarters in Abuja on August 21, 2025. INEC's Resident Electoral Commissioners (RECs) will present Certificates of Return for state constituencies on Friday, August 22, 2025, in their respective states.
