Busted for Corruption in Drone Acquisition within Ukraine's Borders
Ukraine's anti-corruption authorities have uncovered a large-scale bribery scheme involving the procurement of military drones and electronic warfare equipment at inflated prices. The investigation has led to the arrest of multiple officials, including Member of Parliament (MP) Oleksiy Kuznetsov, a member of President Zelenskyy’s Servant of the People party.
The suspects are accused of signing state contracts with suppliers at prices inflated by up to 30% and receiving kickbacks from these contracts. Along with Kuznetsov, two local officials, the head of a National Guard unit, and other regional figures were detained.
The corruption ring also involved high-profile figures such as the former governor of Luhansk Oblast and heads of district military administration. This investigation coincides with a recent restoration of the independence of Ukraine’s key anti-corruption bodies—the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP)—after earlier controversial legislation had curbed their powers, leading to mass protests[1][2][3][4].
President Zelenskyy has emphasized zero tolerance for corruption following these arrests. He affirmed the need for fair punishment regardless of position and emphasized the importance of anti-corruption fighters working independently. Zelenskyy made these statements in his Telegram channel.
The exposed scheme has drawn significant public and political attention as it occurred amid heightened focus on Ukraine’s anti-corruption efforts. President Zelenskyy has promised Brussels a categorical fight against corruption in his pursuit of EU membership. Ukraine ranks 105th out of 180 countries in the Corruption Perceptions Index by Transparency International, remaining one of the most corrupt countries in the world.
The total damage to the state budget is not yet known, but the scandal involves contracts with drone manufacturers signed at inflated prices. Oleksiy Kuznetsov, a member of President Zelenskyy’s party, had his membership suspended pending investigation. Interior Minister Ihor Klymenko announced that the uniformed personnel involved have been suspended from duty.
Anti-corruption fighters have published photos of cash bundles, and the allegations also target municipal public servants and members of the National Guard. President Volodymyr Zelenskyy has been informed about the drone bribery investigation. Zelenskyy stated, "There must be zero tolerance for corruption, clear teamwork to expose bribery - and ultimately fair judgments."
Western aid funds to fight the Russian invasion often disappear in Ukraine, and this scandal is not the first instance of corruption in Ukrainian arms deals. However, the recent restoration of the independence of Ukraine’s key anti-corruption bodies provides a promising opportunity for addressing such issues and ensuring fair and transparent procurement processes. A law passed on Thursday gives anti-corruption fighters every chance to do so.
