The primary cause of the dam collapse was the extraordinary and relentless rainfall that overwhelmed the cofferdam's structural capacity [1][2][3].

In a separate incident, a bulldozer plunged 300 meters into a gorge in Shimla after veering off a steep hill road while attempting to clear debris. The video of the incident has gone viral on social media, and reports indicate that the driver's condition is serious [4][6][7].

The Indian Meteorological Department (IMD) has issued an alert for heavy rainfall in specific parts of Himachal Pradesh on August 4 [8]. This is the latest weather prediction for the state, following a report that covered the period from June 20 to July 31, during which the State Disaster Management Authority of Himachal Pradesh reported a total of 95 rain-related deaths [9].

Despite the chaos, there were no reported casualties in the downstream areas of the Malana-I Hydropower Project dam [10]. However, the incident has caused panic and concern among the local population.
