The SPD/BSW coalition in Brandenburg has managed to sidestep a potential judicial battle with the CDU opposition, as they avert a constitutional complaint in a budget standoff. This move enables the dual budget for this and the subsequent year to be passed as planned in June. The coalition actions of SPD and BSW have conceded, joining forces with the CDU in scheduling a new committee hearing for the following Thursday. In a joint statement, they announced, "The CDU faction will temporarily halt filings with the Constitutional Court, given this arrangement."

The CDU faction accused that two experts, who expressed opinions on the scheduled amendment to the legal framework for debt expansion, during an April hearing, had also prepared assessment reports for the Ministry of Finance. Both experts concluded that the amendment did not violate the constitution. CDU faction leader Jan Redmann accused Finance Minister Robert Crumbach (BSW) of deception. The coalition parties and Crumbach asserted that they were not concerned.

Coalition articulates reasons for concession

The coalition parties of SPD and BSW justified their concession by asserting the importance of an on-time budget passage. "Passing the budget during the June plenary session is our utmost priority," claimed SPD faction leader Björn Lüttmann. "To alleviate any doubts regarding the procedural legality, we have agreed today with the BSW and CDU factions to hold a new hearing in the committee on budget and finance."

BSW faction leader Niels-Olaf Lüders stressed, "The coalition has not erred in the hearing procedure." However, the coalition accedes to the CDU's request for a new hearing to prevent further delays in the budget ratification. "The budget will be passed as planned in June."

Contentious amendment to debt expansion regulations

CDU finance politician Steeven Bretz lauded the agreement on a new hearing with key experts. "The financial stability of the state of Brandenburg is at risk." Bretz contends that the proposed expansion of debt would augment the debt limit from 500 million to over three billion euros.

The double budget for 2025 and 2026 had initially projected substantial budget cuts for municipalities, along with reductions for the Medical University of Brandenburg and the Pakt für Pflege (Care Pact). Following the coalition's strategy, major alterations are made to the initial budget. The coalition aims to take on additional debt in the billions for the budget and shift the debt brake rules in the Brandenburg constitution to accommodate cyclical revenue losses.
