State Budget 2024 Negotiations: CDU and Red-Red-Green Coalition at Odds Over 250 Million Euros
The Thuringia state government and the CDU parliamentary group are currently engaged in intense negotiations regarding the budget for 2024. The talks, which took place at a meeting between CDU leader Mario Voigt and Minister President Bodo Ramelow (Left Party) during a state parliament session in Erfurt, focus on the allocation of around 250 million euros.
Instead of reinforcing the proposed budget of 13.8 billion euros presented by the government, this additional sum is intended to beef up the state's financial reserves. The objective is to maintain a safety net of around 500 million euros by the end of the year, as opposed to the emptying of the reserves envisioned in the government's plan.
The state parliament's budget committee will convene on December 14 to discuss correction requests, setting the stage for the eventual adoption of the figures on December 21.
As the largest opposition faction in the state parliament, the CDU has voiced its concerns regarding the proposed budget and is actively engaging in this negotiation process. Among their demands are an allocation of up to 60 million euros for a continuing state program for small municipalities and a 50 million euro increase in the capital stock of the state development bank to accommodate more low-interest loans.
In light of the 2023 budget predictions, the CDU is also pushing for a stagnation in job growth within the state civil service, except in sectors like the police and education. Previous negotiations between the Red-Red-Green coalition and the CDU have resulted in concessions, as observed in 2022 when the CDU parliamentary group decided to abstain and allow the budget to pass.
These events reflect the complex political landscape in Thuringia, where the CDU holds half of the seats in the state parliament, and the Alternative for Germany (AfD) makes up one-third of the body, having achieved votes in the 2024 state election[1]. The resulting political dynamics and differing views among these parties undoubtedly influence the budget negotiations.
