Clara Brugada, the head of Government, delivered a powerful speech at the Pan-American Congress 2025 in Mexico City, emphasising themes of solidarity among peoples and the sovereignty of nations. Her speech was a part of a broader left-wing agenda aimed at confronting rising authoritarian and fascist threats in the Americas and shifting power dynamics away from Washington, D.C., towards developing countries in the Global South.

The event, organised in partnership with Morena, Mexico’s ruling left-wing party, involved dialogue around equality, challenging capitalism, and advancing socialist ideals (source [1]).

Mexico City's Social Policy Under Brugada's Leadership

In her role as the head of Government, Brugada has been actively addressing social inequalities in Mexico City through concrete urban and housing reforms. By September 2025, Mexico City will introduce a Fair and Affordable Rents Law to limit rent increases to inflation in high-demand neighborhoods, and establish an independent Tenants’ Ombudsman to protect tenant rights (source [3]).

A displacement census is also underway to quantify and address forced evictions exacerbated by speculative real estate markets, notably those linked to short-stay rentals and gentrification pressures. These policies underscore Brugada’s commitment to prioritising community stability over speculative profit and defending residents’ right to remain in their neighbourhoods.

A Symbol of Social Policy

Brugada highlighted the importance of holding events in the City of Mexico, as it has been a witness to numerous historical transformations in the country. She stated that the City has become a symbol of social policy at the national and international level. The City of Mexico has been the epicenter of social movements that have marked the course of the country (source [1]).

The City, under transformative governments, has been developed over the years and is now recognised as a symbol of social policy. Brugada asserted that solutions built from the most affected territories and vulnerable communities are now at the heart of the most innovative public policies.

Bridging Divides and Promoting Fraternity

Brugada proposed tearing down the walls that divide Mexico City between the central city and the peripheral city. She stated that it is important to build bridges and prioritise fraternity, cooperation, right, rules, multilateralism, and peace over animosity, exclusion, force, arbitrariness, unilateralism, and war.

In summary, Brugada’s 2025 Pan-American Congress speech advanced anti-authoritarian, anti-capitalist solidarity themes with an emphasis on reclaiming sovereignty for Global South nations, while her municipal actions focus on concrete social policies in Mexico City to curb displacement and promote housing justice. These efforts position Mexico City as a contested space between being a global showcase and a sanctuary for local residents resisting gentrification and economic exclusion (sources [1], [3]).
